This decision concerns the proposition of Belgacom on the “one-time fees” for ADSL2+ within the framework of the BROBA reference offer. Mobistar and KPN Belgium lodged an appeal against this decision at the same time as another decision of BIPT on the “rental fees” of ADSL2+.

This decision defines the qualitative aspects of Belgacom’s BROTSoLL reference offer. Belgacom lodged an appeal against this decision. This appeal was joined to the main appeal lodged against the market analysis of 17 January 2007, which was annulled by the Court of Appeal on 15 October 2009 and then restored on 14 October 2010 by the renewal decision adopted by BIPT.
