In the most recent spectrum auction in 2022, spectrum was auctioned in the 694-790 MHz frequency band, in short the '700 MHz band'.
The conditions for obtaining and exercising the rights of use granted to the mobile operators in this band are laid down in the Royal Decree of 28 November 2021 on radio access in the 700 MHz frequency band. Mobile operators acquiring spectrum in the 700 MHz frequency band will be required, inter alia, to provide national PPDR roaming for ASTRID to support the communication of the emergency and security services.
In this respect, the Royal Decree entrusts the BIPT with the task of determining the price that a public mobile operator may charge to ASTRID for the use of voice, text messages and data for the benefit of the emergency and security services.
This draft decision defines the method of calculation of that price, specifies which costs may and may not be charged in order to determine the price, and finally lays down the tariffs that the operators may charge to ASTRID.
Responses to this consultation must be submitted by 22 May 2026, following the procedure described on the first page of the annexed document.
