Article 10 of the Gigabit Infrastructure Act (GIA) stipulates that, by 12 February 2026, all newly constructed buildings and buildings undergoing major renovation works must be equipped with fibre-ready in-building physical infrastructure and in-building fibre wiring, and additionally, in the case of multi-dwelling buildings, with an access point.

This obligation aims to prepare buildings for fibre connectivity, thereby facilitating and incentivising the deployment of gigabit networks in Europe. In the context of the implementation of this article, BIPT has composed a draft Royal Decree aimed at laying down the technical specifications mentioned in Article 10§4 of the GIA.

These technical specifications include the minimum requirements for physical in-building infrastructure to install telecommunications networks in (e.g. cable ducts), for the associated in-building fibre wiring and for the access point and entry infrastructure of a building.

This draft Royal Decree is a revised version of the draft Royal Decree that was already consulted from 16 July to 22 September 2025.

An overview of the main changes is described in the consultation document. All interested parties, especially property developers, architects, installers, telecom operators and infrastructure operators, are invited to review the draft and submit their comments as part of this public consultation.

Responses to this consultation must be submitted by 9 February 2026, following the procedure described on the first page of the annexed document.
