In this opinion to the Chamber of Representatives BIPT states that because of the existing Royal Decree of 9 July 2013 on the alert messages searching to curtail electronic communications services costs and the BIPT Council Decision of 20 November 2012 on the list of limits operators must offer their customers as stipulated in Article 112 of the ECA, the added value of said legislative proposal is unclear. The differences between the legislative proposal and the existing legislation are not necessarily beneficial to users and will cause unnecessary adaptation costs for operators.

In this opinion BIPT answered a question by the Chairman of the Commission for Infrastructure, Traffic and Public Enterprises of the Chamber of Representatives to the Vice-premier and Minister of the Digital Agenda, Telecom and Postal Services to continue and finish the evaluation of data sponsoring in the pilot project My Apps Space of Proximus, started by BIPT.

According to the information it has, BIPT notices that measurements were conducted by bpost in order to determine the level of its customers' satisfaction in 2016 and issues a favourable opinion on the realisation of the 2016 improvement plan and improvement measures considered for 2017.
Opinion of 12 January 2018 regarding the recommendations from the KPMG e-commerce study

On 13 June 2017 BIPT published the KPMG study on the Belgian market for parcel delivery in the context of e-commerce activities. In this study 7 recommendations have been formulated. On 5, 21 and 22 September 2017 BIPT organised three workshops in order to obtain the stakeholder’s first reactions to the study’s findings and recommendations. Following these workshops and the ensuing useful exchanges, BIPT has drafted the current opinion containing lines of reasoning regarding possible actions implementing the recommendations.

In this opinion for the attention of the Minister BIPT can describe the purpose of said draft Act, i.e. a correct interpretation of the data in the tariff simulator in order to allow the consumer to make his choice based on an actual consumption. BIPT however also points out specific risks this draft Act may entail, namely the implementation and security costs, the proportionality of the legislation in question and the risks for smaller operators.
Opinion of 13 December 2016 regarding the bpost investment project aiming to increase the quality of the priority single-piece letter post items

In its decision of 10 October 2016 on the delivery times for the year 2015 BIPT established that bpost does not comply with its legal obligations regarding the delivery times for priority single-piece letter post items. Consequently BIPT imposed a remedy upon bpost which ought to improve the quality in the short term for the category of priority single-piece letter post items. This investment project has been checked as regards its aim, the impact on quality enhancement of the priority single-piece letter post items, detailed planning and financing. BIPT believes that the investment project complies with the terms and conditions as laid down in above-mentioned decision. BIPT will monitor the actual implementation thereof.

According to the information it has, BIPT notices that measurements were conducted by bpost in order to determine the level of its customers' satisfaction in 2015 and issues a favourable opinion on the realisation of the 2015 improvement plan and improvement measures considered for 2016. The satisfaction is better in comparison to 2014, improving from 86.5 to 87.5%.
