As an independent agency, BIPT is of course accountable for its activities.
- First, every three years, the BIPT Council draws up a strategic plan, the final version of which is submitted to the Chamber of Representatives. On this basis the Council then prepares an annual operational plan; finally, an annual report on the activities and the development of the postal services and telecommunications markets is submitted to the government.
- The Budget and Finance ministers also exercise control of the draft budget made by BIPT, which, since its creation, has been entirely financed by resources mainly coming from regulated sectors, without any public subsidies.
- BIPT decisions may be challenged before the Market Court (in Brussels). The Market Court may suspend BIPT decisions and annul them with retroactive effect. As such, an appeal against a decision has no suspensive effect.

Strategic and operational plans
Every three years, the BIPT Council draws up a strategic plan, the final version of which is submitted to the Chamber of Representatives. The implementation of the strategic plans is then described in the annual operational plans.

The Operational Plan is built on the Strategic Plan.
The annual operational plan translates the strategic goals from the strategic plan into operational goals by means of cards interpreting the strategic goal per strategic axis.
Each card encompasses different deliverables and deadlines constituting KPIs laid down within this operational goal.
